Winamp is a freeware so you can distribute it freely or use it to your own benefit (Although, you have the option to go Pro which you have to pay a certain amount of money). If you are installing it in a default option, you can find your installed skin at C:\\Program Files\Winamp\Skins.
One additional note, once you have install your winamp skin, the skin will be copied to the Winamp’s skin folder. I for one still not in their league in terms of designing the winamp skin (but I will try my best to overcome my limitation.
